Please be aware that City Hall is open to the public by appointment only. Please schedule an appointment for all building permit requests as all building permit requests need to be submitted in person with hard copy plans. Also, to facilitate the permit process, a completed building permit application is required to schedule an appointment.

The Building Department oversees all building permit applications for new construction and renovation. The services provided include plan check review, building permit issuance, inspections, and the maintenance of historical records related to issued building permits.

Special Note

An encroachment permit from the Santa Margarita Water District (SMWD) is required for projects requesting water and sewer connection to public mainline facilities. A Waste Discharge Permit Application from SMWD may also be required and must be processed before a City Building Permit can be issued. It is the applicant’s responsibility to coordinate submission to SMWD and obtain approval of all review requirements prior to a permit being issued.
